Potential build failure due to JCenter fully dead and spring.io decided to restrict their repo from anon access without fully migrating their old stuff to maven central. Their reasoning is that those libs are deprecated, ignoring the fact that there still quite a lot of projects that uses those libs for several reasons... It is what it is, I guess.
